    Sorry for the bad encoding, this part of my archive came from
    archive.org with all diacritics replaced by a specific Unicode
    codepoint.

    Yes, and more specifically for the description of fr.comp.sys.mac.communication, it was last updated in late 2020.

    Two persons agreed with the proposal, and nobody complained:

    I just meant this as an example. There's lots more in the fr. groups
    and other foreign language ones too. Encoding does seem to be a
    problem, there's one server that has completely different encoding and
    I think even the ISC newsgroups list has a mix.

    There's all sorts of encoding types when I look at the filetyped I've
    grabbed.

    FWIW, here is a UTF-8-encoded newsgroups file based on the one of the ISC:

    As there no longer are control messages for hierarchies with non-ASCII characters encoded differently than UTF-8, maybe the ISC newsgroups file
    could be manually updated to be in UTF-8?
