your client can do that. make a search for watched threads on your
server, than save it as a search folder.
I read or post to threads in a lot of different groups. Most news
clients allow you to "watch" a thread so that it will be conspicuously
marked when you visit the group containing it. But you still need to remember to visit each of those groups individually to check your
watched threads for new posts.
Are there any news clients where I can read *all* my watched threads,
across all groups, in a single virtual folder?

What are the particulars of the filter?
I wasn't aware of Thunderbird (the OP's UA) being able to do this, so
I went and looked, and I don't see a way to filter based on a status
of watched.
actually you need a plugin i installed some time ago to do that. you
may use it, not the op, as it wasn't updated, sorry.

Ah, too bad about that. You're right that the add-on doesn't work
with recent versions of Thunderbird.

why don't you file a feature request? (@ Mozzila's)
The add-on doesn't work with newer versions of Thunderbird because the
new WebExtension API exposes no method for filtering messages. A
feature request for this functionality has been filed on the Mozilla Bugzilla: https://bugzilla.mozilla.org/show_bug.cgi?id=1590025
