    This is no doubt that reforms are needed for the way local bodies
    offer 3-waters services. National's plan is vastly superior to what
    Labour have enacted:

    - It is a pre-election policy
    - It does not include co-governance
    - It retains local body ownership and control of water assets
    - It imposes considerably more stringent controls on how said local
    bodies must run these services.

    Labours legislated reforms do none of this.

    The problem in Queenstown is that to save costs they did not do
    required testing for water quality, and that has resulted in problems
    in their community. Does that seem sufficiently to do with water?
    Certainly that is the problem Queenstown want to solve, and the Mayor
    believes that 3Waters would help by sharing both control and policies
    and costs. Clearly he does not see it as giving absolute control to a
    small number of elite - and Luxon indicated that co-governance on this
    sort of shared control basis is what National have supported for many
    years now.

    absolute control to a small number of elite?
