Yes the club is small but this particular behaviour was egregious and belongs in a category of its own.

It would seem that her initial response (which was not to apologise)
displeased her political masters and that the apology is a response to
that displeasure.

Her masters now need to keep tabs on her to ensure minimal numbers of
episodes like this. She needs to remember there are boundaries in
what she can say.
