This seems to be typical of the maritime industry: all kinds of
convoluted ownership structures specifically designed to evade
regulations, taxes and what have you. And the whole “flag of
convenience” nonsense that should have been done away with years ago.
Interesting that no Kiwis are working on the boat, mainly because none
would be foolish enough to do so. It’s a river barge, not designed to
cope with rough seas and strong ocean currents, and has no business
operating off the West Coast.
