Certainly a person losing part of his brain for the reasons given is
unusual, and I would not expect such a loss would be expected to
improve mental processes - the suggest appears to be that RFK Jr has
suffered a loss of mental acuity - see from the first article:

Whether the loss of a small part of his brain has contributed to him
