Given that some Maori have told the PM to stay away from Waitangi, and
the PM has previously announced his intentions, it looks like some
Maori are always looking to take offense at any decision the PM in
respect of Maori involvement.

Yes of course they are. Disingenuous is the least of it, deliberately confrontive more likely.
There is no greater driver than greed. Having said that, the greed is with a tiny minority of Maori, the majority are fine people.
