    For they could see that the majority of the MPs were going to vote for it.

    Members bills are not partisan in the traditional sense, one is drawn from
    the ballot box and the MPs debate and and vote on it.

    Maybe National decided that it was best to abstain, for what ever reason.

    All that is unimportant, as I am sure the vast majority of NZ see the witholding of wages as theft and it is good to insure that things are clear.
