    As I have said previously, the most successful major civil engineering
    project in recent years was the restoration of road and rail after the
    Kaikoura earthquake. A tem from government and the private sector got
    to work and sorted out contracts as they went, adapting for what they
    found as they progressed. From someone who worked on the project for a
    private company, it was a hard-working project that most parties
    enjoyed; it was financially efficient, and as close to an old-time
    Ministry of Works project as we have got since the MoW was disbanded.

    The MOW was incompetent and wasted more money than any major undertaing since then. We need more PPPs which have been shown here and overseas to be the most efficient way to do infratructure projects.
