    There is still illegal racing, etc.. Most Friday and Saturday nights
    morons can be heard screeching around the roads somewhere near here,
    and sometimes when walking the dog the next morning there are road
    signs that have obviously been run over. :-(

    There's a simple solution that would solve a lot of these problems.
    Make it illegal for anyone under (for example) 30 to own or drive a high-powered car, and illegal for anyone to own or drive a heavily
    modified car (easily adminstered by changing the car Warrant of Fitness
    laws).

    Yes thanks It's A Me - I was thinking of the effect that requirement
    has in the UK. There Annual Registration requires that at least 3rd
    party insurance be held; I am not clear on what happens if the driver
    was not named or advised to the company in the event of a claim. I was
    there quite a few years ago and spoke to a young driver whose vehicle
    was about 800cc, and insurance was about the same cost as the car . .

    I always thought the "Crusher" name was an acknowledgement of an
    essentially stupid policy - destroying vehicles may have sounded good
    but it was just confiscation and then destruction of value - why do
    the second step? Slogans before real policy - a bit like a posed
    prayer during an election campaign - it did not impress many . . . -
    Collins probably hates the moniker now.

    Those "morons" would simply drive unregistered cars (probably already
    do so) that do not have a current WOF.

    The only way to prevent all this is to simply confiscate and destroy

    What has that got to do with anything? These kids don't take out car insurance
    do they?

    I'd be surprised if many of them even *own* the car. They are probably
    still paying off the purchase agreement / car loan, which means
    crushing the car is likely more of a penalty for the company the driver
    owes the money to.

    already picked by police, traffic wardens, etc.
