2009 was the introduction and passing of the leglistation that gave us the term, or title, Crusher Collins.
So here we are 16 years later with the same Government prosing to
strengthing the 2009 law. Probably needed but I do wonder how many cars were crushed since 2009?

According to a Stuff article in 2017, only three cars had been crushed
since the new law came into affect in 2009. ><https://www.stuff.co.nz/national/politics/98513231/just-three-cars-destroyed-under-crusher-collins-law>
But, ...
"However, according to figures released by Collins' office
there were 15 crashes where "racing" was a factor in 2015,
compared to 70 crashes in 2001.
Racing-related crashes peaked in 2007, when there were 116
accidents, that number declined following the introduction
of the crushing law, according to Collins' figures."

There is still illegal racing, etc.. Most Friday and Saturday nights
morons can be heard screeching around the roads somewhere near here,
and sometimes when walking the dog the next morning there are road
signs that have obviously been run over. :-(
There's a simple solution that would solve a lot of these problems.
Make it illegal for anyone under (for example) 30 to own or drive a >high-powered car, and illegal for anyone to own or drive a heavily
modified car (easily adminstered by changing the car Warrant of Fitness >laws).

If increased power was recorded in the record for the vehicle, it may increase insurance costs, particularly for young drivers.

Except few of them even have car insurance because stupidly it is not a
legal requirement in New Zealand.

Those "morons" would simply drive unregistered cars (probably already
do so) that do not have a current WOF.
The only way to prevent all this is to simply confiscate and destroy
said cars, as Crusher Collins originally hoped to do.
