So here we have a Bill from an opposition member, who the one of the
coalition parties is voting for it.

Let us also note that the Far Right often calls National are the ones voting for the Bills second reading. Note also that this Bill will enable a better playing field.

This is probably a case where National could not, would not put it in their polices but can vote for this while saving face. Also supporting Labour and some of the lower paid workers.
