I remember one setting where beginning teleporters often pulled their

O'Donnell's Flingers often died at the hands of the kids they were
trying to train. There's a reason the government treated Flingers
    as living WMDs.

(one of the necessary secondary powers was being able to match
velocities while teleporting from one world to another. However,
they could also teleport a ton of air in place, upping its
velocity from 0 to 10,000 m/s in the direction of someone who
    annoyed them)
