    So from the core of the earth thru the fluid boundary layer to the crust

    is plenty of chances for static charges to develop and be discharged as lightening.

    I might be wrong but if the explanation cannot be found by the atmospheric scientists then consult with Geophysicists. Remember that
    some vocanic eruptions are accompanies by a lot of lightening.

    There is one instrument, buried in the Negev desert (assuming it hasn't
    been bombed recently) which records every lightning discharge on the
    planet.
