Well they are getting water for a lot of households as well as power.
Maybe they willd o something with the brine as well since the Japanes are big fans of pickling vegetable and other comestibles.

Of course the Japanee also like the Americans and most of Western cultures including Russia love alcohol. While I was in Taiwan in the 1960s
