For me, that just shows a lack of fresh ideas from the
production team. RTD had nothing new to add only gimmicks.
As for the Disney part, they launched the series proper on
their streaming service with the 'season one' tag-line yet the
guy making the show went and filled his second era producing the
show with constant throwbacks. (Some more subtle than others.)
Any really new person watching "season one and two" of Doctor
Who on Disney+ wouldn't have had a clue what was going on with
most of the arcs, and the big bads of the two season's final
episodes, Sutekh and Omega, would have meant nothing to them. So
again, for me, I think the direction the show took by its
producers was wrong for its new partners.
RTD should have just concentrated on basic storytelling without
trying to virtue signal modern messaging in each episode. You've
got 45 minutes, basic values and a good story is all you need.
It's called Doctor Who, make it about the Doctor. Every
companion doesn't have to be 'special' and it all about them and
their story.

And, sadly, I think that's all RTD has left...and when other writers
write the stories, they all sound just like he wrote them.
That's why he has my vote (as if it mattered to him) to pack his bags
and hit the bricks.
