    A secret organization is stealling earths history in the name of protecting it. No level of violence is unacceptable and their premier fetcher is a psychopathic high school brat in a ultra-tech mussel suit. They call him a Sprigin.

    In some way this reminds me of Kite for some reason and it's equally unpleasant.

    Do you mean "Spriggan" ? If yes , which version ? According to IMDB , there
    is an ongoing modern anime and a movie from 1998.
