    has, as you point out, different meanings in different contexts. But Scottie doesn't earn his "debating trade" points by being reasonable. Maybe they'll suggest the Fifth Amendment should shield anyone the LRWEC calls a "whistleblower". Or maybe they'll demand that Congress pass a law to
    ban the use of the term in any technical or legal context. Or maybe, if the mutt is feeling desperate or cornered, they'll claim sole ownership of the
