And NONE of that effects the fact the the 6-8 inches of local rain was predicted and accurate and the 10-12 inches of rain upstream was accurately predicted and there was NO MEANS of getting that information out in the middle of the night. Do YOU wakeup every 15 minutes to see if there is an evacuation order on your phone?

PS: in Germany 2021, the weather warnings were completely correct but
ignored by the local administration because "it's not plausible that
there is a sudden rainfall double of everything reported" (the last
flood that size was 1805 and there are no records of rainfall from
that time).
