    Hawaiian population of 10,965, and Sacramento County had a Native
    Hawaiian population of 5,37

    That is the view a lot of people had about them here so people were no
    terribly upset when the government decided to contract highway
    maintenance work. From that I have seen, the private sector road crews
    do even less than the government ones did.

    I never blamed the road crews for slacking off. I saw it more as a
    management issue. Working out of the district equipment garage my job
    took me to all the maintenance yards in my district and to other
    districts. I saw how the mediocrity was rewarded. I would drive through
    some patrol areas where I saw our fleet trucks driving up and down the
    road and never parked at the side of the road while they did some work,
    and others where I would see the trucks pulled over and crews working.


    There were two in particular that were close to each other and like
    night and day. I rarely went one of them because they took such good
    care of their equipment it didn't need to go back and forth for repairs.
    When I was in their patrol area I always saw the guys working and their
    stretch of road was kept in good condition. The patrol supervisor was on
    top of things. The other one was a joke. They were either at a coffee
    shop or sitting around the shop most of the time. I was back there
    almost weekly to bring stuff back for repair.

    Since they were so close together they decided to merge the two crews
    and build a new garage. They talked the good supervisor into taking
    early retirement and they promoted the slack one. Predictably, the guys
    from the better crew ended up doing all the work. It was not the only
    time I saw the slackers getting ahead while the hard working guys were
    passed over.
