I do actually think I remember at least one rather extensive
fanmade system based on only the first two games and Fallout
Tactics, but I doubt I could find this anymore.

I have version 1.1 of the fanmade one. I can always get it to you if
you can't find it but it looks like it's pretty easy to find up to
version 4.0. I've no idea what the differences are.

I never ran 1.1 but I did use it as a resource when I ran a fallout
world in a plane-hopping 3.0 D&D campaign. I also mixed in some
Darwin's World. That was one of my favorite campaigns I ever ran, not
best, but probably top 5.
