    Just imagine; some technologically and mechanically-inept millenial trying to repair a 120VAC appliance? I see...LOTS of fires in the future.

    WRT mains voltage equipment - that is up to any local jurisdiction's regulations. There is nothing stopping incapable individuals from
    attempting such repairs now.

    The point is the right for the ability to have something repaired
    (service information and spare parts).
