    record highs and WAXQ New York, KLOS Los Angeles, and WMGK Philadelphia saw significant gains.

    In what is now a common occurrence, Cox Media Group holds the top four
    spots in Atlanta. Classic Rock 97.1 The River WSRV expands its lead to
    three share points as it trends up 7.4 8.6 9.7. Huff notes that the gain
    sets a new all-time record high for the frequency, while the brand added an additional 1.2 share from its online stream.

    Adult RB Kiss 104.1 WALR-FM places second with a 6.5 to 6.7 rise. AC B95.5 WSB-FM rises 6.0 to 6.3. News/Talk 750 WSB/95.5 WSBB dips 6.0 to 5.7. Radio
    One Adult RB Majic 107.5/97.5 WAMJ/WUMJ places fifth down 6.1 to 5.5.

    Both Top 40s in Atlanta see declines as Cumulus Q99.7 WWWQ is off 5.8 to
    5.1, and iHeartMedias Power 96.1 WWPW-FM slides 5.4 to 3.7.

    Radio One Hip Hop Hot 97.5 WHTA rises 1.9 to 2.6. Radio Training Network Christian AC The Joy FM 93.3 WVFJ doubles up 1.2 to 2.4.

    With MediaCos New York stations not appearing in the embedded market
    numbers, Townsquare Media Talk/Classic Hits New Jersey 101.5 WKXW remains
    in the lead holding at a 5.7 share. SBS Spanish Tropical Mega 97.9 WSKQ
    holds at a 5.3, but its stream rises 1.0 to 2.1. iHeartMedia AC 106.7
    Lite-FM WLTW rises 4.5 to 4.8, with co-owned Classic Rock Q104.3 WAXQ
    following up 4.0 to 4.6. Audacy Classic Hits 101.1 WCBS-FM holds at a 4.3 share.

    Appeals Court Strikes Down Part Of FCC's New Foreign Sponsorship Rules

    Following a lawsuit filed by the National Association of Broadcasters, the
    D.C. Circuit Court of Appeals has vacated part of the FCC’s new foreign sponsorship rules that took effect in March.

    The new rules had stated that stations disclose when foreign governments or their representatives lease time for new time brokerage agreements and
    within 6 months of Federal Register publication date for existing
    agreements. The disclosures were to be made on-air and within the station’s online public files. To do so stations had to ask sponsors whether it is a foreign governmental entity or an agent of one, whether anyone further back
    in the production or distribution chain is a foreign governmental entity or
    an agent of one, independently confirm the sponsor’s status, at both the
    time of the lease and the time of any renewal, by checking the Department
    of Justice’s Foreign Agents Registration Act website and the FCC’s U.S.-based foreign media outlets reports, and document those inquiries and investigations.

    The NAB objected to the part requiring stations to independently confirm
    the sponsor’s status as federal law only authorizes the Commission to
    require stations to obtain sponsorship identification information from
    their own employees and from program sponsors, not from any other sources.
    The court confirmed that argument, eliminating that portion of the new
    ruling.

    In a statement, FCC Chairwoman Jessica Rosenworcel wrote, The principle
    that the public has a right to know the identity of those who solicit their support is a fundamental and long-standing tenet of broadcasting. It’s
    about transparency. Consumers deserve to trust that public airwaves aren’t being leased without their knowledge to private foreign actors.”

    NAB President and CEO Curtis LeGeyt said, “NAB appreciates the court’s careful review of the important issues in this case. Today’s decision
    ensures that the rules rightly continue requiring the handful of stations airing foreign government-sponsored programming to identify it as such, but removes the burden on the overwhelming majority of stations that never air foreign government-sponsored content.”

    Ross on Readers Spotlight #3

    Earlier this year, I promised to profile more of the stations featuring or programmed by Ross On Radio readers. I wrote one column on rock formats, another on Classic Hits and other multi-era pop stations. Then I looked up
    and it was summer. So it’s time for another half-dozen stations spanning a variety of formats programmed by or featuring Ross On Radio readers.
    WHBC-FM (Mix 94.1) Canton, Ohio

    PD “Java” Joel Murphy has been an outspoken advocate of Kate Bush’s “Running Up That Hill” as a current pop-radio record from almost the moment that Stranger Things opened the discussion. When I asked readers for the
    best thing that they’d heard on the radio that week, he wrote “hearing ‘Running Up That Hill’ in power rotation with our processing.” When I heard
    him play it, he announced, “We play the full version. Other stations play some crappy edit.”

    Mix 94.1 had a number of nice little touches. There was a “sounds like summer” sweeper that I heard play before Magic’s “Rude” and others, and an
    “all the feels” sweeper that played into “Before You Go.” This weekend, the
    station is presenting a free downtown concert,  “Total Rewind Live,” featuring members of the Backstreet Boys, 98 Degrees, and O-Town. Here’s

    KOBM (Boomer Radio) Omaha

    Since the last time I wrote about Boomer Radio in 2016, its format has
    become a more recognizable category: the AM station, heard on an FM
    translator, doing a mix of ‘60s oldies and ‘70s pop. Boomer deserves credit for being there early under OM J.J. Morgan. I went back on the
    recommendation of reader Jason Steiner, who had recently discovered it.

    Boomer’s music is a little older and more ‘60s-driven than many of the other stations in the category, and it also has a pre-Beatles component
    that sets it apart. I also enjoyed hearing morning man Dave Wingert, who returned to Omaha after a long stint in Seattle radio, doing the sort of two-person morning show with his newsman/sidekick that was common in the pre-Morning Zoo era. Here’s Boomer on July 5 just before 7 a.m.:

    As an online Oldies station, PopRadio77 differed from other outlets in the presence of live hosts, including Northeast radio veteran “Big” Jay Sorensen. He’s still there, but the station has rebranded as “Oldies XL,” while Sorensen has been joined by Ira Wolf, formerly WPOW (Power 96)
    Miami’s Tony the Tiger, and WBEB (B101) Philadelphia’s Mark Shepperd. 

    The station relaunched on July 4, targeting the area between the Delaware Valley and the New York Tri-State. (I have no connection with Oldies XL,
    but if the name sounds familiar, it’s because I’ve been using the phrase as my categorization of those stations offering something other than the ‘80s-based playlist heard on large-market Classic Hits FMs).

    For nearly a decade, the “New Country” positioner dominated Country radio, even when the enthusiasm for new country music wore down. As other Country stations figure out how to back away from that position, KCLQ (The Coyote), serving the Lake of the Ozarks area, doesn’t use the slogan, but it is
    still “new country” in a good way, with a greater percentage of songs and artists that I cared about than many others. It’s also punctuated with two Classic Rock songs every hour. 

    Owner Kit Caldwell programs the Coyote. Middayer Jamie Turner recommended

    iHeartMedia Promotes Brett Andrews To Milwaukee & Madison SVP/Programming

    iHeartMedia has promoted Brett Andrews to Senior Vice President of
    Programming for Milwaukee and Madison WI.

    Andrews has been with the Milwaukee cluster since 2015 as Program Director
    for Classic Hits 95.7 Big-FM WRIT-FM and formerly programmed CHR 97.3 Now WRNW-FM. He added oversight of CHR Z104 WZEE Madison in 2020 and also
    currently hosts mornings on WRIT-FM and tracks shifts for iHeartMedia
    stations across the country.

    Andrews has previously hosted nights at KFRX Lincoln NE, KZCH Wichita and
    103.7 Kiss-FM WXSS Milwaukee and afternoons at Hot 97.5 KVEG Las Vegas. He joined iHeartMedia in 2010 as Assistant Program Director of CHR Z100 and Rhythmic CHR Wild 107.5 KXJM before rising to Program Director. He moved to
    St. Louis to program CHR Z107.7 KSLZ and Rhythmic CHR Wild 104.9 KBWX from
    2013 to 2015 prior to his move to Milwaukee.

    iHeartMedia announced today that Brett Andrews has been named Senior Vice President of Programming for the Madison and Milwaukee markets as well as Program Director for 95.7 BIG FM and Z104 FM, effective immediately. iHeartMedia Madison and Milwaukee have strong cross-platform presence and include several iconic brands and franchises — both broadcast and digital — encompassing more than twelve stations comprised of music, talk and news formats.

    As Senior Vice President of Programming and Program Director for 95.7 Big
    FM and Z104FM, Andrews will be responsible for all programming and digital operations that deliver a strong return on investment for clients reaching consumers through iHeartMedia’s unmatched assets, including on-air, online, social media, personalities, and live events. He will report to Colleen Valkoun, Market President for iHeartMedia Milwaukee and Jeff Tyler, Area President for iHeartMedia Wisconsin.

    Andrews joined iHeartMedia more than 13 years ago and has held programming positions in the St Louis, Madison, Portland, and Milwaukee regions, most recently serving as the Program Director for 95.7 Big FM, Milwaukee, WI.
