I've thought that the compromise would be EU yes, NATO no.
EU is in the neighborhood and grudgingly acceptable for the most part.
NATO however is viewed as Western extremism, ideologically opposed, and totally unwelcome. Membership would simply be waving a red flag in a
bull's face. Not smart or productive at the peace table.
