If a police officer actually SEES someone breaking the law, they don't
NEED the "stop and frisk" policy, because they can legitimately detain and/or arrest someone if they've seen a crime being committed.
Stop and frisk was used to stop people who actually had NOT been seen committing a crime. The standard for "Terry stops" (as they were known
due to the USSC case that allowed them) was "reasonable suspicion of involvement in criminal activity".
