    If a police officer actually SEES someone breaking the law, they don't
    NEED the "stop and frisk" policy, because they can legitimately detain
    and/or arrest someone if they've seen a crime being committed.

    Stop and frisk was used to stop people who actually had NOT been seen committing a crime. The standard for "Terry stops" (as they were known
    due to the USSC case that allowed them) was "reasonable suspicion of involvement in criminal activity".

    The "reasonable suspicion" standard only applies if there suspicion of a SPECIFIC crime that has either happened recently or is about to happen.

    It cannot be based on "I know he's a hood and has done crimes in the past".
