The first one has strict equality, the second is less than or equal.

That having been said, two corrections are needed:
1. Both formulae should have R^2 rather than R.
2. Some error bars are needed because there is about a 15 km difference
   between the polar and equatorial radii.

Hmm. I took the squiggles before the opening brackets as a square root
sign so meaning that 'R' was fine!
