Horizontal is always LOCAL to the observer and is the imaginary plane perpendicular to the local vertical.
You just contradicted yourself. First you said 'horizon means circle'
then you say 'horizon means perpendicular line'.
Vertical is the line from the observer to the centre of mass of the
Earth. Remember that horizontal is NOT synonymous to flat and NOT
synonymous to level.
Horizontal exactly means the apparent, flat line where earth and sky
meet. You're just making up dumb and contradictory stuff. Your state of

A vertical wall absolutely CAN be flat. Level
mean at a constant elevation relative to the mean sea level, and sea
level is an oblate spheroid.
This is called circular reasoning. Please show me video of where you
personally observed and proved this, 'oblate spheroid' and explain your experiment proving your claim.
