    two issues:
    1) There aren't "smaller barges" available. (and from where are
    you going to "bring in" those smaller barges?)
    2) "half full" barges
    A) double the number of trips required,
    B) still draw too much water stay off the bottom.

    Low water also means barges can't reach the river side facilities.

    In places, formerly navigable rivers can be forded on foot. I'm
    not sure how one magically makes rivers passable, or make barges able
    to travel on the morning dew, but I am sure that the "schmart people"
    in DC believe they have a way.
