    Did you try using an ftp program to grab the file (Such as Filezilla).

    Open source-code (Ctrl+U or Right Mouse Button -> View source code),
    find a file link, copy it, paste and open it in a new tab.

    IMHO, the FTP server is just down. Any connection attempt times out and
    a ping to the server comes back empty, as well. FWIW, the links (if the
    server starts to work, again, at some time) can be found further down.
    Maybe try the email contact listed at the end?

    Apart from this, you probably know about the central Canadian open GIS
    data website? After (free) registration you get access to NTv2 binary transformation files for several regions (including BC):

    https://webapp.csrs-scrs.nrcan-rncan.gc.ca/geod/data-donnees/transformations.php

    But the file BC_98_05.gsb isn't included, over there. Probably it would
    be best to ask their webmaster/support about this. Maybe, there is sth.
    wrong with that transformation file and it therefore is excluded from
    download?

    Another Canadian open data site comes back with even less results:

    Hello Bernd,
    thanks for your effort.
    I also think that the FTP server is not working. I have already written
    to the geodesists of British Columbia and MASCOT, but unfortunately I
    have not received a reply.
    I have also visited the central Canadian open GIS data website, but have
    not found the BC_98_05.gsb file there.
    Maybe there is someone who can send me the file?
