Culture is actually something local.
E.g. the southern regions of Germany celebrates 'carneval' and do
strange things in those day, which other 'tribes' of Germany don't understand.
But 'southern Germany' is actually a geographic cathegory and is in no
way related to ethnic groups.
You can check that easily yourself, if you go to Collogne, for instance,
at the day called 'Rosenmontag'.
There you find all sorts of ethnicities doing realy strange stuff, which could bring you into mental health facilities in most parts of the
