Stockpiles, and the Safe Storage Time (Sell-By Date, if you will) of
the contents thereof. Now, disposing of all that explosive and
volatile stuff through the normal mechanical and chemical processes
is dangerous, both in an immediate sense and in Environmental Impact,
highly regulated, and time consuming. It's a great savings to us to
be able to send them someplace where they can be disposed of before
they reach their expiration date, at no cost to ourselves.

Alkohol consumption in Russia was high in the 1990s, but since the
2010s it stays about typical levels for Europe, - the recent figure
was 10.5 liters per year per capita (and in 2018 it was 11.7). It's
less than in Germany / France, for example. So that the "increased geometrically" fantazy is an ignorant wishful thinking.
Alkohol consumption in America was always less against the European
levels, but in the recent years it's increased (9.6 US, 9.9 CA), so
for America it's sort of crisis. It's severe, since it's combined

When talking with an American, one should assume by default - until
proven otherwise - that the interlocutor is in an altered state of consciousness under the influence of drugs. That's because the drug
epidemic in America is incomparable to anything else in the world.
In your case it's probably combined also with some dementia effects.
