    Agency heads OFTEN know almost nothing about what
    they're supposed to be in charge of. They are
    there to serve political roles ... and take blame
    for The Boss. The underlings are the ones who have
    to know stuff.

    A SecDef does not have to be a general, but it'd be
    NICE if they knew the diff between a private and
    colonel and that the military sometimes has to
    shoot at people.

    An FAA head probably does not need to know anything
    beyond "propeller spins, pretty plane flies". I'd
    rec at least a minimal commercial license for purposes
    of sanity, but again that's not what these "heads"
    are FOR in the current American system (lots of
    countries systems actually).

    Next big accident, this new guy will take all the
    blame, maybe resign, to protect the higher-ups.
    He's a jock cup for the administration. Same for
    BoodieJudge - his job is to spew whitewash every
    time a train goes off the tracks. A species of
    Machiavellian frontman - it's all for looks.

    Now a politically-useful promise for the next
    admin would be to only use those with relevant
    knowledge for cabinet and other high posts, esp
    if life and death are involved. A SecEn should
    have at least read a "Popular Mechanics" article
    on how nuclear power plants work, maybe have a
    slight grasp of where oil comes from or (horrors)
    knows that windmills won't solve all problems.
    The question is whether anybody that smart will
    TAKE a fall-guy political job :-)
