As irozhlas.cz reports, Deputy Mayor Zdeněk Hřib (Pirates) has
proposed modifying the artwork due to Russia’s historical and
    ongoing aggression towards Ukraine.

Hřib believes the city should adjust the form of the sculpture
or place it in a new context through an art competition. Until
then, an explanatory sign will be installed near the piece to
    provide historical context.

    . . .

Overt destruction of Soviet-era 'art' put Estonia
on Putin's hit list - a cause for rage. He has
been pestering them in a hundred little ways
    ever since.

One could also argue that destroying "history" puts
you on the same level as ISIS, which put effort into
obliterating any ancient site that wasn't "Islamic".

THIS particular artifact looks to be a sort of
    semi-circular wall with some Moscow<->Prague
wording and some fiddly artwork sculpted in.

So, a simple suggestion here. Spray the thing down
with a paraffin solution, put a slightly larger form
around it, then pour in concrete. That is the
foundation for your NEW monument - but the original
is NOT "destroyed", merely hidden. 5000 years from
now perhaps BOTH can be read, adding historical
    depth.
