When did it become legal to have a civil marriage take place in
England or Wales at an "approved place" rather than a Register Office?
The current guidance https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/848875/registering_a_venue.pdf
refers to the 2005 regulations but I know from family experience that it
was possible in 2001.
