In a new intelligence assessment, the CIA has ruled out that the
mysterious symptoms known as Havana Syndrome are the result of a
sustained global campaign by a hostile power aimed at hundreds of U.S. diplomats and spies, six people briefed on the matter told NBC News.
In about two dozen cases, the agency cannot rule out foreign
involvement, including many of the cases that originated at the U.S.
Embassy in Havana beginning in 2016. Another group of cases is
considered unresolved. But in hundreds of other cases of possible
symptoms, the agency has found plausible alternative explanations, the sources said.

The CIA declined to comment.
The idea that widespread brain injury symptoms have been caused by
Russia or another foreign power targeting Americans around the world,
either to harm them or to collect intelligence, has been deemed
unfounded, the sources said.
People who have experienced possible Havana Syndrome symptoms and have
been briefed on the assessment have expressed deep disappointment, the sources said. Some have pointed out that the CIA’s findings are
considered an interim assessment and that they were not coordinated with other agencies, including the Defense Department.
“CIA just kind of struck out on their own,” a person briefed on the findings said.
In a statement, a group that represents U.S. officials who have reported suspected incidents said, “The CIA’s newly issued report may be labeled ‘interim’ and it may leave open the door for some alternative explanation in some cases, but to scores of dedicated public servants,
their families, and their colleagues, it has a ring of finality and repudiation.”
“We have reason to believe the interim report does not even represent
the consensus of the full CIA,” said the group Advocacy for Victims of Havana Syndrome, “instead reflecting the views of a subset of officials most interested in resolution and closure.”
Nonetheless, almost no one who has been working closely on the issue is surprised that many recent cases of what the Biden administration calls “anomalous health incidents” have plausible explanations unrelated to possible hostile acts. When government agencies began urging any
employee who had suffered unexplained headaches and dizziness to report
it, it was inevitable that many of the cases would not fit the
parameters of what doctors had identified in the diplomats and spies who suffered brain injuries.
“Even two dozen cases is a lot of cases if Americans were attacked,” one person briefed on the findings said.
There is an intensive intelligence gathering and analytical effort to resolve those cases, officials said.
Starting in late 2016, U.S. diplomats and spies serving in Cuba began reporting bizarre sounds and sensations followed by unexplained
illnesses and symptoms, including hearing and vision loss, memory and balance problems, headaches and nausea.
Over the years, many hundreds of U.S. officials have come forward
reporting suspected incidents in more than a dozen countries, NBC News
has reported.

NBC News reported in 2018 that U.S. intelligence officials considered
Russia a leading suspect in what some of them assessed to have been deliberate attacks on diplomats and CIA officers overseas. But in the
three years since then, the spy agencies have not uncovered enough
evidence to pinpoint the cause or the culprit of the health incidents.
The National Academies of Sciences, Engineering and Medicine said in a report in 2020 that some of the observed brain injuries were consistent
with the effects of directed microwave energy, which the report said
Russia has long studied.

A team of medical and scientific experts who studied the symptoms of as
many as 40 State Department and other government employees concluded
that nothing like them had previously been documented in medical
literature, the National Academies of Sciences report said. Many
reported hearing a loud sound and feeling pressure in their heads and
then experiencing dizziness, unsteady gait and visual disturbances. Many suffered long-standing debilitating effects.
U.S. officials have long said they cannot say for sure that they were intentional attacks or even that they were the result of human activity.
But privately, CIA Director William Burns had referred to the incidents
as attacks. One of Burns’ aides suffered symptoms during a trip to New Delhi in 2020.
Nonetheless, Burns and the director of national intelligence, Avril
Haines, have endorsed the findings, the sources said.
The CIA report aims to address a concern that has grown more intense as
more and more cases have been reported: that a U.S. adversary had
managed to harm hundreds of Americans in dozens of countries while
evading detection by the U.S.
U.S. officials stressed that the interim report was not a final
conclusion of the broader Biden administration or the full intelligence community. The White House National Security Council has convened a task force involving outside medical and scientific experts that is also examining Havana Syndrome and is expected to release some findings in
the near future, officials said. The Defense Department, the FBI and the State Department are all still working to investigate the origins of the syndrome and how to mitigate it, the officials said.

Instead, the interim CIA report is focused narrowly on the number of incidents that are believed to be potentially attributable to a foreign actor, officials said.
Still, the report marks a significant change of tone from the Biden administration, which has made a point of demonstrating that it is
taking the incidents more seriously than the Trump administration did
and has repeatedly emphasized the need to take victims seriously.
Secretary of State Antony Blinken, in comments on MSNBC last week,
recalled having met with State Department employees who have come
forward reporting incidents.
“I’ve heard them. I’ve listened to them. You can’t help but be struck by
how these incidents disrupted their lives and their well-being,” Blinken said. “We’re doing everything we can to care for them.”
The State Department did not respond to a request for comment.
U.S. officials said the CIA report does not change the Biden administration’s broader approach to Havana Syndrome, including the emphasis on eliminating stigma, encouraging employees with suspected incidents to come forward and ensuring proper medical care for those affected.

I think this all started when people I worked with in healthcare got humiliated on the job because they realized they had been doing some of the medical testing wrong for several years. These coworkers had worked for the sheriff’s department in the
past. It’s not my fault my coworkers had poor training. The physicians at Wake Forest Baptist Medical Center trained me well in nuclear medicine. I think my angry coworkers have been put on a blacklist or something worse. Being highly analytical
has always caused problems for me starting in high school. For example, In the 10th grade I made the highest grade on every exam for two semesters in geometry but when the new teacher took over mid year I was given a grade of F and the class cheered.
Not going to graduate school was the biggest mistake I ever made. Even today, decades later, people at work get mad when I solve problems nobody else could solve or sometimes never even thought of. Some people go on the attack immediately but don’t
realize I am not their enemy. I’m sure you have seen the stories about 8th graders committing suicide after being ganged up on by their peers. I have the adult version of this and technology as made it even easier to attack people in secret, “

me by bathing my house in microwaves. On three occasions now I worked with people in law or law enforcement on the job and each time they were humiliated when they learned that they were really messing up on the job. Instead of learning how to do the
job and getting on with work they decided to go on the attack each time. I have even found false court records at lexis nexis with my personal information mixed up with it. I was able to get the courthouse and lexis nexis to correct the false documents
now but the false information had been out there in searchable databases for 25 years before I knew about it. These people have attacked every aspect of my life and it has been almost daily for the last 8 years. I think it is called American-Zersetzung.
Here is evidence that Microwave energy may be the causation of Havana Syndrome. Before I ever knew what Havana Syndrome was about and before I ever heard the words Directed Energy Weapons I was also experiencing the same kinds of things that the US diplomats in Havana Cuba described but even more so because it was multiple times
during the night for weeks.
About two years ago I was awakened by the sensation of being burned on my lower back. The pain was so much so that I had to jump out of bed and run into the next room to get away from the feeling. I knew this was not normal.
I recall another occasion where I could hear noise throughout the house but it appeared to have cavitation. I could feel vibrations at night and I was able to see the vibration on the surface of water in a water bottle I had sitting on a night stand. I
knew this was not normal.
I begin to have other sensations of nerve and muscle stimulation, restless legs, short bursts of ear pain, eye pain, facial nerve pain and heart pain which were all not normal for me. There were instances that my tongue would jerk or my eyes would jerk
or my eyeballs would shake violently with visual disturbances. On one occasion I was hit with a sonic or Electromagnetic Pulse that shook the chair I was in and I got up to move away and took two steps and fell face down into a recliner and stayed
there until I woke up. I think it knocked me out.
My family has lived on the same 30 acres of grassland and woods since 1952. There is no industry here, the cellphone towers are miles away from my house. There is only one transformer on a power pole near the house and the electric company said they
don't use frequencies that cause nerve and muscle stimulation in the environment. There are only three houses near my home. Two homes are occupied with elderly and disable residents.
There was a new guy that moved in next door. He is in his thirties. He keeps to himself, keeps the blinds pulled all the time, rarely comes out of the house. Few people visit him. His employment is unknown. I have suspected he works for the police
in some stealth position like a sleeper cell that does cyber work but not in a good way. This is a guess. He keeps his home security cameras pointed at my driveway and my private back deck even though I told him it was creepy. He told me he captures
the license plates of everyone who enters our driveway. Something is suspicious about him. I think the police have been corrupted to a level most people can’t imagine.
I majored in biology and have training in nuclear medicine technology and magnetic resonance. I’m use to working with magnetic fields and microwaves on the job and I know what these forces feel like. I have suspected my neighbor was doing
something to me with RF energy because these RF sensations never happened until he moved in. I couldn't believe this was happening. I had to find a way to detect the RF and document it and then determine the direction it was coming from I purchased a
cardiac 12 lead ECG monitor for about $500. This device picks up the electrical signals from the heart over time. The ECG monitor is also sensitive to external electromagnetic and RF signals. I put the ECG monitor on and wore it every night for a
month and when I felt those energy pulses I pushed the event button on the monitor which marks the point in time on the ECG. The next morning I was able to see electromagnetic interference on the ECG at the exact time I was feeling the sensations of RF
energy. I also used a tape recorder and described what I was feeling at the time so I have the ECG with an Audio match. This is probably the first time anyone has used and ECG to detect RF energy so I had to make up a protocol for how to do this.
Now that I had detected the waves I needed to determine the direction they were coming from. This will be easy because we own the 30 acres of land around my suspicious neighbor’s house. I used a EMF/RF/ EF meter to take readings all around his house
looking for other sources of interference.
MRI scanner rooms are built encased in a solid sheet of copper metal to block out RF from the outside coming into the room. RF energy can’t pass through a solid metal. I purchased sheet metal and built a metal fence between my bedroom and my
neighbor’s outbuilding where I suspected the directed energy weapon or device was stored about 50ft from my bedroom. The fence is 12ft by 8ft outside but I lined my outbuilding inside with sheetmetal so the fence is about 28ft long and 12 ft high in
parts.
The RF energy stimulation I was feeling at night stopped immediately after building the fence.
The whole story is much bigger than I have described here. Finding people who know about this kind of thing or finding help for this problem is never ending search.

I have been making phone calls and writing letters and emails for years trying to get help with this but the problem is so new nobody knows what to do with it. Can you help me get in touch with people that are researching Havana Syndrome? Help me
get the word out that there is a way to detect the microwaves and to block the RF. I met a guy in California who has a company that builds faraday rooms and some people are building their homes with metal shielding now, perhaps to get ready for what is
happeing now in the US.

I did discover that the University of Texas Southwester is doing a lot of research on Havana Syndrome.
