Mounties still probing pension allegations: acting commissioner

    CBC News · Posted: Apr 26, 2007 8:15 AM ET | Last Updated: April 26, 2007
The Mounties are still investigating whether people can be punished over the pension scandal and are taking steps to ensure officers' concerns are dealt with more quickly in the future, the acting RCMP commissioner says.

Beverly Busson made the comments Wednesday before a parliamentary committee examining the administration of the RCMP pension and insurance funds.

No one has been formally disciplined for the alleged mismanagement of funds, nepotism in hiring, expense account abuses and contracting irregularities by civilian members of the police force administering the RCMP's $12-billion pension fund and a related
life and disability insurance plan between 2000 and 2003.

Busson, who took over on an interim basis after Giuliano Zaccardelli resigned last December, said a lot has changed since she first appeared before the Commons committee at the end of February.

"When I first came to this new position and was briefed around the issues, I had a certain opinion about what was happening but since I've heard people's testimony, I've come to a different conclusion," she said.

    Questions over investigator's removal

At that first committee meeting, Busson was accompanied by deputy commissioner Barbara George, who was asked why the lead investigator, Staff Sgt. Mike Frizzell, was pulled off the criminal investigation into what went wrong with the pension plan.

George said she had nothing to do with his removal, but assistant commissioner Darrell LaFosse said that wasn't true.

"I read that portion of the testimony, and shortly after that I bumped into Chief Supt. Fraser Macaulay and my question to him, rhetorically, was, 'Why would she lie?' " LaFosse said.

He said George called him directly and said she was upset with Frizzell's actions and wanted him moved off the case.

George has adamantly denied any wrongdoing and says she's sure her name will be cleared.

Busson said the accusations of a coverup are hurting the Mounties' image and added she was distressed to see her officers fighting in public.

Since the allegations came to light, Busson has suspended George, ordered a code of conduct investigation, initiated an outreach program for employees and formed a team to support the ongoing ministerial inquiry into the pension mess.

Since taking over after Zaccardelli's resignation, Busson said she's also deactivated the remote control door Zaccardelli used to signal when he wanted people to leave his office.
