St. Albert man charged with online child luring

A St. Albert man has been charged with online child luring by police in Ottawa.

On Nov. 5, St. Albert resident Cyril Borle, 53, was arrested by the Internet child exploitation unit and the St. Albert RCMP. Police believe there may be other victims.

In March 2021, the Ottawa Police Service Internet child exploitation unit started an investigation into Borle.

Homeland Security Investigations (HSI) Ottawa and HSI Pittsburgh had informed the Ottawa police that between April and May 2020, a person had communicated online with a child for the purpose of committing a sexual offence while he was in Ottawa.


The investigation determined Borle had communicated with the child while he was in Ottawa.

A Canada-wide warrant was issued for Borle's arrest, and he was taken into custody in early November.


Borle faces several charges, including invitation to sexual touching under 16 years old; telecommunication with a person under 18 years of age for specific criminal offences; telecommunication with a person under 16 years of age for specific criminal
offences; unlawfully possessing child pornography; and make available sexually explicit material to a person under 18 years of age for a specific criminal offence.

Borle appeared in court on Nov. 6.

Borle’s screen names included variations of the words: Lord Primus; Lord Primus2u; and Dominusprimus2u.

The investigation is ongoing to determine if further charges can be laid.
