    Perhaps, but they just had to.
    In the olden days a saint needed to perform three authentic miracles
    in order to become one.
    With the progres of medical science genuine authetic miracles were
    getting too hard to come by.
    (the 'devils advocate' is having a too easy job)

    So the requirement on performing miracles as the key to sainthood
    has de facto been dropped.
    (a dead pope could become a saint just by popular demand)
    This makes a more relaxed official attitude to miracles necessary.
    But the folklore has to be kept up, for at least another generation.
