The homeless can do the same.

The same way they ended up in SF sleeping on the ground or

They didn't move to SF to be homeless.
They are locals were MADE homeless when
their apartment building was bulldozed and
they couldn't afford the rent anywhere else
in the city.
Even school teachers cannot afford the
