The vast majority of what Trump says is false, but as many have noted, if he believes it to be true, then he isn't technically "lying," because lying by definition is presenting something as true that the speaker knows not to be true. But only a demented person could not know that he was the one who first appointed someone to an important position, and only a demented person could believe that Haitian immigrants were eating dogs and cats in a small town in Ohio.
