Despite being defined in national law and in various state laws, there *is* no actual unorganized militia as a cohesive force.

* no organization
* no command structure
* no mechanism for calling it out

This is unlike the organized militia, aka the National Guard and any state organized defense forces, e.g. the Virginia Defense Force, aka the Virginia Campers. Those elements of the organized militia *have* organization, command structures and a mechanism for activation.

And *no*, implementing a system of conscription is *not* calling up the militia.
The draft forces people into the *regular* armed forces. When the unorganized militia was used in the past — the last major use was the war of 1812, more than
two centuries ago — militia forces existed *apart from* the regular army. And their performance was *atrocious*. Poor performance then, and during the civil war, is what led to the passage of the Militia Act of 1903, also known as the Dick Act, named for Ohio politician Charles Dick.

For all intents and purposes, there is no unorganized militia. Defining it on paper does not create an effective and cohesive military force. And it never will be such a force.
