    I fiddled around with the system for half an hour, and then to my intense surprise I found that I must've made some change in System Settings because now pressing control twice brings up dictation perfectly. I am amazed.
    It goes to prove it fiddling with the system, even when you don't know what you're doing will sometimes bring results.

    When you started your MacBook Air in Safe Boot Mode, did you actually
    see Safe Boot (in red) in the top right-hand corner of your screen?

    Glad you’re sorted :) In iOS and iPadOS it’s usually setup by default in Settings and you just have to toggle the microphone icon to turn dictation on/off.
