I use this site to make short animated gifs for a website. You can
downrate the frame rate to as low as 5 and select the portion of the
    video you want.

    https://ezgif.com/video-to-gif

Wanted to do this last night for a bit of fun on FB.

So I had about 5 seconds of a 4K movie I wanted as an animated gif.
The cluncky but easiest way I found was to screen capture
about 15 frames of the movie to files then croping with preview, then loading them into keynote where I had more control over the fps wanted
    about 10fps.

I haven;t got PS but I think that could do it, affintity photo or
    desginer can't
Tried an on-line converter mov to animated gif but the annoying ads
and no real options I gave up and did the above.

Anyone else have a prefered method, although I may not want to do it
    again for a few months.

Did you try the shortcuts app on the iphone? easy and saves finding
    another app..

I don't like using my phone for such things, I prefer keyboards and mice and a large screen.

As far as I can see the desktop sibling app, Automator, doesn’t seem to
have an easy option to do this.
