Wanted to do this last night for a bit of fun on FB.
So I had about 5 seconds of a 4K movie I wanted as an animated gif.
The cluncky but easiest way I found was to screen capture
about 15 frames of the movie to files then croping with preview, then loading them into keynote where I had more control over the fps wanted
about 10fps.
I haven;t got PS but I think that could do it, affintity photo or
desginer can't
Tried an on-line converter mov to animated gif but the annoying ads
and no real options I gave up and did the above.
