I was able to walk into the Apple store that same day, take the new phone out >of the box and was back in business within the hour.

In my case, I live in the UK, in a rural location not 100km from London, where
until very recently the only broadband was ADSL at 2 Mbits/sec. So clearly not
practical for any sort of cloud storage.
FTTC now gives me 20 Mbits/sec, so still not really practical for cloud storage.
If Apple/Microsoft want us to use cloud products they shoudld install a decent
internet infrastructure. Either one could easily afford to do so ...!!!

Surely if you have not turned on the option for ~/Desktop and ~/Documents
to reside on your iCloud Drive, there should not be a problem if the files are normally stored in, say, your ~/Documents folder.
