It's suggesting that you have an update.

When I open it, the red dot is on "Apple ID". When I click on
Apple ID it shows a yellow triangle warning symbol next to
"Start Using iCloud", and no indication of any update.

    Sounds like you're right then.

When I accidentally washed my last iphone... [don't ask]

I was able to walk into the Apple store that same day, take the new phone out of the box and was back in business within the hour.

So, any particular reason why you don't want to use icloud?

    Ahhh...

Understood, I only use icloud with my Mac on selected items; Photos etc. which I want to sync with my ipad and iphone etc. and leave out anything of that nature which is then covered by TimeMachine.

    My mistake.

Faster is better but it just means it takes a little longer and, as it runs in the background it's never been a problem for me even with ADSL.

    that is false.

It's suggesting that you have an update.

When I open it, the red dot is on "Apple ID". When I click on
Apple ID it shows a yellow triangle warning symbol next to
"Start Using iCloud", and no indication of any update.

On an iPhone it went away after a few "not now" responses - took two or
three, iirc. Maybe the Mac is the same?

I found that going into that preference pane and then clicking 'logout' made
it go away. Drove me mad for ages.

Try to "start using" it and then cancel the registration process.
I think then the red dot should be gone.

I think that you can set up icloud but then not actually use it for back up.

Surely if you have not turned on the option for ~/Desktop and ~/Documents
to reside on your iCloud Drive, there should not be a problem if the files
are normally stored in, say, your ~/Documents folder.

    Exactly.
