It appears that there is an issue with the App Store, as some iPhone
users who have updated have found themselves unable to install apps.
MacRumors has received several reports from people who are running
into an issue that seems to be caused by an updated Terms and
Conditions page.

Seems the error has cropped up in 15.x versions as well. It now says
'Apple has fixed the problem'. I just saw '5 minutes remaining' and
came over all giddy... now it's back to an hour. Oh well.

one. Where does the updated T&C appear from?

Updated to 16 here too plus several app updates. The earlier problem seems resolved. iPadOS 16 is not due for some time though (currently 15.7).
