    Maybe the servers are busy (probably), but my iOS update is jumping
    around all over the place (from 2 hours to 24 minutes to 3 hours to 34 minutes...)

    Seems the error has cropped up in 15.x versions as well. It now says
    'Apple has fixed the problem'. I just saw '5 minutes remaining' and
    came over all giddy... now it's back to an hour. Oh well.

    the time estimates have always been inaccurate.

    it's a bit more concerning about being unable to update apps.

    I've just installed it. Updated about 14 apps, then installed a new
    one. Where does the updated T&C appear from?

    Updated to 16 here too plus several app updates. The earlier problem seems resolved. iPadOS 16 is not due for some time though (currently 15.7).
