'Obscure Outlook question'
To reiterate, when using Outlook for emails I usually compress .jpg
file attachments to avoid size problems when sending. This involves
saving the draft, closing the draft, opening again, clicking 'File'
then selecting 'Resize large images when I send this massage'. Is
there a way of automating this as the default setting?

Don't know of a way inside outlook, but outside of outlook you could use >Microsoft Powertoys, which gives image resize option from context menu
in windows file explorer

but it refused to download saying that my pc had an inadequate
processor (or something like that).

It has - although there have been some update activity recently after a
long spell of nothing changing.
