    Thanks. I have tried resizing in the past but the problem is that I
    don't know what the settings should be, which I assume Outlook knows.

    Ah, ok in outlook I think you might be over thinking this!

    If you turn on the "Resize large images when I send this massage" option
    it pretty much does what it says...

    So add a bunch of large images to the message, and click send. Outlook
    will down scale them to "much smaller" when it sends the message.

    For example, I just did a test in Outlook 2021, added a 4MB jpeg to a
    message and sent it to me. The message I received had a 160KB jpeg
    attached.

    It has - although there have been some update activity recently after a
    long spell of nothing changing.

    (Although there is less need to reduce email image file sizes than
    there used to be. A groups.io message that I received the other day
    had three 4Mb files attached and no-one complained, although they
    would have a few years ago. They were the same size on my phone as on
    the PC, too.)
