Couldn't you just sit in the car with its aircon on to keep cool?

0.5 litres of petrol an hour.

I doubt it. My engine uses so much fuel when in traffic it ruins any MPG targets I set.
The worst is traffic lights or traffic jams. Stop car lose all kinetic energy, move car to next stoppage, regenerate its kinetic energy etc.
