Every time you stop the balls will fall to the bottom of the tyre, slow
down and you get a transition point where the wheel suddenly comes
unbalanced. Consider driving a narrow rural road with balanced tyres
and you come to a bend where you slow down and the wheels become
unbalanced. Maybe not too good on a wet road to have your car do
    something unexpected.

What about fast driving with fast cornering? Would the balls suddenly
exert a force on the tyre side wall?

And the beads wouldn't describe a circle because of the flatish bit of
tyre which contacts the road, so they'd have a rapid change of
acceleration there. Bugger all idea if that would matter. Then there's
the abrasion caused by the beads, likewise.
