I think the 5 minute rule is an unfair term CRA 2015 S62 (4)
Far too many possible technical delays/mobile signal issues/internet >>>>> issues.
What are the chances of defending this in court on this basis.
The woman needs a pro bono solicitor to fight this important issue.
Is there a good chance of winning?

I think that she needs to contact <https://www.parkingcowboys.co.uk/>. >>>> They have a page on Excel Parking at

Just imagine how much of the lost good will the current government could >>> recover, if they had the guts to end this ludicrous parking piracy!

It is funny how people live in a bubble of like-minded people and fondly
imagine that everyone thinks like they do. I for one am strongly in
    favour of
parking rules being enforced (as long as their is an appeals system for
genuine mistakes) as it makes it more likely there will be somewhere for
    me to
park, and pay the prescribed rate for it.

The problem is that the system is open to abuse, and in favour of the
parking provider. However, I agree that a sensible appeal system should
deal with that. I've been there and succeeded: <https://uk.legal.moderated.narkive.com/emFiXano/soft-credit-search-without-reason#post9>.

I think we have all heard of the fake QR codes being used to "redirect" payments. There seems to be little way round these other than by
vigilance of the person parking, and removal of the fake codes by
frequent checking. But the problem is that the parker still has to pay
the penalty fee to the parking company (e.g. <https://www.bbc.co.uk/news/articles/c1e7y9q62jeo>). So here's a "legal"
scam - the parking company does fewer and less frequent checks, getting
more money from penalty fees than it would from parking, at least until
those parking realise what's going on and avoid those car parks.

The trouble is people dont realise that theres a problem trying to pay
until theyr in many private car parks. even if you immediatley leave,
you are fined as a non payer. That happened to my father.

The chap who runs excel is simon renshaw smith with his wife as company secretary. he also is a director of another 10 companies according to
    companies house. https://www.transportxtra.com/publications/parking-review/news/38405/excel-parking-marks-20-years-of-operation/

the companys profits went up 101% in 2023. SRS got 653k in pay and
dividends from Excel, turnover was up to over £16m in 2023 from £12m in
2022 of which £2.5m came from "parking charge notice debtor" an increase
of over 500k from the previous year. I'm just surprised they havnt been
    sued by Microsoft.
