    We could do it, but we don't want to. So it stands to reason
    we also wouldn't want to outsource it either.

    I believe the way the obligations to the ECHR prevent that. Extraditions
    from the UK are subject to guarantees that the death penalty is off the
    table.

    Of course a sovereign nation could promise that, and then renege on it.
    However nations that renege on international treaties tend to suffer in
    the long term.
