Why is that - my car has dual-tone horn fitted as standard, although obviously not air horns. I don't see why dual-tone is illegal for air horns though - it does give a more noticeable sound than a single-tone horn.
You can have dual, triple, or a hundred tone air or any other type of horns, provided they all play at once, not in sequence.
